No construction work is usually permitted within the pipeline easement without permission from the pipeline operator. Further to this, if any planned work is within 50 metres of an oil, gas or chemicals pipelines you MUST call the operator first. There is no leeway on this. Some of these pipelines are less than 900mm, the length of a standard cricket bat, below the ground.
